The investigation began in September as Delaware Troopers took a report of a home improvement fraud. That’s when a 72-year-old woman met 53-year-old William R. Parlier at Lowe’s. At first, the two hit it off.

Parlier said he was a contractor, and made an agreement with the woman. Over the next two months, the victim paid Parlier over $6,000 for home renovations.

Mr. Parlier never completed any of the home improvements.

In February, troopers took a second report of home improvement fraud involving Parlier because the same thing happened.

Last week, Troopers took Parlier into custody. He was charged with eight counts of home improvement fraud and practicing business without a license.
